We’re updating the weigh station reporting exemption permit. This update will:
- streamline and be more efficient in its process;
- increase safety for all road users; and
- encourage carriers to promote a corporate safety culture.
Why the change?
In reviewing the current weigh station reporting exemption permit, we found:
- the process requires a lot of additional administrative work and costs by both the carrier and the Government of Yukon;
- carriers are confused by the exemptions;
- there’s an increase in roadside violations; and
- additional safety measures are required.
What is the change?
There are currently 2 options being discussed.
Option 1 (formerly option 2)
- Vehicles registered over 11,794 kilograms operating within the 20 kilometre radius must report once per day to verify weights and dimensions.
- All vehicles registered over 4,500 kilograms departing the 20 kilometre radius of a stationary scale must report to the nearest scale before departing the 20 kilometre radius.
- All vehicles registered over 4,500 kilograms operating outside of the 20 kilometre radius and returning to within the 20 kilometre radius must report to the nearest scale.
Option 2 (formerly option 3)
- A risk-based approach for vehicles over 11,794 kilograms.
- A carrier-profile risk level will determine reporting requirements.
- We base a carrier-profile risk level on the carriers past safety incidents such as accidents, roadside safety violations and summary conviction tickets.
- There are 3 risk levels: 0 to 25 per cent, 26 to 50 per cent and 51 per cent or greater.
- This approach rewards carrier safety.
Current Yukon carrier-risk ratings (by percentage)
As of November 1, 2022, there were 501 carriers in the Yukon. The risk ratings are broken down into 3 levels.
- Carriers 0 to 25 per cent: 438 (87.42 per cent)
- Carriers 26 to 50 per cent: 33 (6.59 per cent)
- Carriers 51 per cent or greater: 30 (5.99 per cent)
We base risk factor on a sliding 24-month window. It may change daily.

Eligibility
- You drive a commercial vehicle of over 4,500 kilograms.
- You regularly pass a weigh station and regularly operate within 20 kilometres of a weigh station.
- You are compliant with permit conditions and the Yukon Highways Act and Regulations.
Weigh station report exemption permit
This special permit is issued by the Minister of Highway and Public Works. It can be issued:
- with specific terms and conditions; or
- when it's determined that it would be both safe and not cause excess road damage for you to operate.
Refused permit
The Minister can refuse to issue a permit when you:
- fail to demonstrate compliance with other permits or legislation or regulations related to transportation; or
- have not paid fees or fines owed to the Government of Yukon.
Cancel a permit
The Minister can cancel a permit for non-compliance with permit conditions or with provisions of the Highways Act or Regulations.
A carrier compliance officer at the Whitehorse or the Watson Lake weigh station issues a weigh station exemption permit.
Required documents
You'll need to provide the following documents when you apply.
- Copy of valid vehicle insurance
- Copy of valid vehicle registration
- Valid driver’s licence
You may need to provide the following documents in some cases. The carrier compliance officer will let you know if they are needed.
- Lease agreement
- Copy of a bill of lading
- Copy of valid vehicle ownership, such as a bill of sale
- A current Dangerous Goods Training Certificate if you're carrying dangerous goods
For trucks with a mounted tank hauling dangerous goods, attach copies of the current cargo tank inspection reports. Include both the yearly and 5-year reports, if applicable.
Submit your application
- Pick up a copy of the weigh station reporting exemption permit from either the Whitehorse weigh station or the Watson Lake weigh station.
- Complete the permit and appendices.
- Attach any required information, as indicated in the form.
- Submit to either weigh station for approval.
After your apply
Once your permit has been approved, a copy of the permit along with a letter of approval will be mailed back to you.
Make sure a copy of the permit is placed in each vehicle covered under the permit.
The permit is valid for 1 year from the date it's issued. It expires on the last day of the month.
A reminder letter and renewal letter will be mailed to you approximately 1 month before your current permit expires.
Required documents

Submit your renewal application
- Review the permit information and make any required changes.
- Review Appendix A and delete or add vehicles as needed.
- Submit your paperwork to either weigh station for approval.
After you apply
Once your permit has been approved, a copy of the permit along with a letter of approval will be mailed back to you.
Make sure a copy of this permit is placed in each vehicle that is covered under Appendix A.
The permit is valid for 1 year from the date it's issued. It expires on the last day of the month.
