Apply for funding to support workers and employers – Building UP

The Building UP program provides funding for projects that strengthen the labour market. 
It supports projects that:

  • help people build skills, find jobs and succeed at work; 
  • support employers with hiring and workforce needs; and
  • connect people to jobs. 

Our approach

We start by understanding:

  • what you want to do; 
  • what positive changes you hope to create in the territory’s labour market; and 
  • how you will measure success. 

We’ll work with you to: 

  • identify how your project goals align with our program; and 
  • decide how you will document and report your results. 

Who can apply

Your organization must:

  • have a mandate related to labour market development;  
  • support individuals who can legally work in Canada; and  
  • be in good standing with the Registrar of Societies or the Registrar of Companies.    

You are not eligible if you’re a:

  • federal, provincial or territorial government; or  
  • crown corporation.

Funding details

  • Funding is project based.
  • Project costs must take place in the fiscal year the project is approved. Our fiscal year begins April 1 and ends March 31.
  • Funding agreements cannot be longer than 3 years. 

How to apply

  1. Read our program guidelines.   
  2. Fill out the project concept form. 
  3. We’ll assign you an officer. They will: 
    1. review your form; and 
    2. provide you with an application.
  4. Submit the completed application.

Deadlines

Building UP applications are reviewed every year in January for projects that begin in the following fiscal year. For example, we will review projects in January 2027 for projects that start April 1, 2027. All applications and supporting documentation must be received by this date for your project to be considered.   

Submit your project concept form December, at the latest, to make sure you have everything you need.
