Supplementary Estimates provide update on previous government spending and plan for remainder of fiscal year

Premier and Minister of Finance Currie Dixon tabled the 2025–26 Supplementary Estimates No. 1 in the Yukon Legislative Assembly Tuesday. 

The Supplementary Estimates forecasts a net increase of $142 million in operations and maintenance (O&M) spending, accounting for recoveries. Some highlights include:

  • $33.7 million for costs related to wildfire response;
  • $21.9 million to meet health and social services system pressures, including additional funding for the Yukon Hospital Corporation, the Whitehorse Emergency Shelter, Family and Children’s Services, physician compensation and staffing within continuing care;
  • $23.7 million to Highways and Public Works to address operational pressures in transportation and property management, support enterprise risk management and repair and replace heavy equipment;
  • $13.7 million for educational supports, including funding for the First Nation School Board and Commission scolaire francophone du Yukon, staffing at Yukon schools and projects that increase inclusion in early learning and child care in underserved communities; and
  • $3.7 million for the mobile radio system, an essential communication tool for the Yukon’s first responder agencies.

Capital adjustments in the Supplementary Estimates reflect an overall increase of $1.0 million in spending and a $1.6 million increase in capital recoveries. This results in a net decrease in capital spending of $594,000.

Contingencies have been included to ensure departments remain within their voted budgets for the fiscal year, enabling them to deal with anticipated pressures while mitigating the need for an additional Supplementary Estimates before March 31.

Total anticipated territorial borrowing has increased by over $100 million since Budget 2025–26 was passed in March. This is largely to respond to the significantly deteriorating condition of the Wareham Dam spillway at the Mayo Generating Station.

Considering these pressures, the Government of Yukon will proceed with the second $200 million tranche of long-term borrowing that was previously authorized. It will also consider whether the territorial borrowing limit of $1.2 billion is adequate given only $323.9 million remains available. 

The tabling of the Supplementary Estimates was accompanied today by:

  • the release of the Interim Fiscal and Economic Update, which provides context for the Yukon’s fiscal and economic outlook over the medium term; and
  • the tabling of the 2024–25 Public accounts, which were published on Yukon.ca on October 31, 2025.
     

The Yukon’s new government felt it was important to bring the Supplementary Estimates to the legislative assembly for debate as soon as possible to inform Yukoners about how the previous government allocated their taxpayer dollars. We are committed to increasing transparency and accountability around spending, rather than relying on special warrants for the remainder of the year. We look forward to shaping and tabling a budget that reflects our priorities and commitments to Yukoners this spring.

  • Supplementary Estimates are used by a government to account for spending beyond that approved in the Main Estimates.

  • The Government of Yukon maintains a budgetary surplus forecast for 2025–26 of $12.5 million, revised down from the $82.0 million forecast in the Main Estimates. 

  • The Supplementary Estimates reflects 71.2 full-time equivalent positions to the Government of Yukon. Most of these positions are front-line workers such as teachers, educational assistants and other positions to provide enhanced supports for students, and health care staff.

  • The Fiscal and Economic Outlook is introduced during the Spring Sitting of the Yukon Legislative Assembly and an interim update is published later in the year. These provide a snapshot of the Yukon’s economy and government finances, as well as updates on several indicators monitored by the Government of Yukon.

  • Funding included in the 2025–26 Supplementary Estimates No.1 is subject to legislative approval.
